MCP tools

Allow tool connectionsCharacters cannot use MCP tools unless this is on. Each tool call still has to pass the same privacy gate as chat files, memory, and connected apps.

Default policy: MCP is disabled globally, private memory stays closed, identity data is never exposed, and every connector must be approved before a character can read or write through it.
